It's under the hood on top of the firewall in front of the passenger seat. Silver relay staring you in the face.

You can test with a multimeter and a 12v P/S from a PC. Removing the outer casing will make it easier to see if its functioning.

Make sure you have NOT lost ground in the large Black wire in your picture..
I had a problem where I only had high speed fan and the black wire had heated and broken near the firewall....
Just a guess but the problem could be a bad ground..
