Yes, overall a C3 will be louder than a C4 because all the things mikep3 mentioned above.
I have both and the c4 is much quieter even with the louder exhaust.

the point in questions is that the cars motor sounds like its working more on the highway than the 87 we had i was wondering if its normal or might my trans be malfunctioning i figured since its an auto i only have 1/2/3 no overdrive like the 87 thats its supposed to sound that way at higher speeeds but i dont want to break anything. and since my tach is broken i have no idea what the rpms are like
This will also depend on what the rearend gear ratio is. If you have 2:87 the engine will be running at lower RPM than if you have 3:73 or higher. What is the differance in RPM between the 2 cars?
I have an 82 that does have an overdrive transmission with 2:87 gears and it's still noisy but it is from the highway and tires not the engine working hard.
The engine will turn higher RPM's since it's a 3 speed tranny, so you'll get a bit more noise, especially with a exhaust system on there. My '78 Z28 has a TH350 and when I'm on the highway it's a bit loud. If you want to fix that problem drop in an overdrive transmission and get less noise and more miles per gallon.

i havent been so much worried about the noise as much as wether or not it was normal or if something was wrong/broken
Nothing's wrong. That's how it is with the 3 speed trannys. Can you imagine how a 2 speed powerglide tranny would be.
Think about that statement for a minute. It would be exactly the same with a 2 speed as it is with a 3 speed. Once your in high gear your at a 1:1 ratio with either transmission. The advantage of the 4 speed automatic is at has overdrive which reduces the ratio.
why dont you fix the tachometer and resolve the issue as to whether you have a problem
i plan to soon been spending a lot of money lately with 2 79's one basically done the next one just started lol since they were both autos the tach was last on the list which is funny the new one i bought the tach worked so i swap them but there's no way its accurate sicne in the drive way its reading like 1300 rpm and the cars barely running so both need to be replaced
