ok heres the problem, i have 12v coming off the battery wire to the coil with ignition on, it goes to a new accel coil, which also has a new cap and rotor. i hear a tick or possible spark sound coming from the cap area but nothing is making it to the spark plugs.... any ideas and before someone says igniton module already replaced it no luck....
Do you know the dist shaft is turning? Have you checked the pickup coil ? Did you make any mistakes on the installations ? New parts are not always good parts.
Get hold of the 2 wires going to the pick coil and give them a gentle tug, they serve as a hinge when the vacuum advance is operating and often break the wires inside the insulation.
Do you have the radio suppression shielding in place? If so, your spark could be grounding out against that...it happened to my '69. The coil wire had a pinhole form in it and the spark escaped and grounded to the shielding. It sounded exactly like what you're describing.
the rotor is turning and now i have spark and have got it to start but my timing is off where is it to be set at? TDC with 0 advance or what any ideas would be appreciated.

Read this, great info, almost everything you need :
You can start with 12 - 16° BTDC initial, but check that total timing is between 34 - 38° BTDC for best performance, depending on your engine and many other factors.
