The simple answer is NO, C-3 have 15" wheels and your brothers are 16". You can get adapters, I personally don't trust adapters, seen too many of them crack, split or fall off. Suit yourself, but I'd stay with the stock arrangement. :chevy
pete is right, you will need adaptors like those from vette brakes. i have a set on my '81 and i run '93 wheels on it and love them. so far i have had no bad experiences on the adaptors, nor have i known anybody who does, and wouldn't hesitate to do it again.
please don't :mad me, but i have seen those early c-4 wheels on a c-3 and i don't really think they look that good. hey, it's just my opinion but if your brother wants bigger wheels, just bite the bullet and get 17" wheels. the reason i did is i could see a time when getting hi-perf tires for 16" is going to be just like getting hi-perf tires for 15" is now: they either won't be available or they'll only come as wide as a 205. :chevy
