Most any good tire repair facility should be able to handle it these days. Call around and ask. If you don't find one you can trust that way try a Goodyear or Firestone dealer. They sell them (as well as Michelin dealers) and should be able to take care of it for you.

Run flats need to be patched from the inside (not plugged). Most any reputable Goodyear tire dealer should be familiar with the process. If the sidewall is affected the tire is history.
