Default choke

On my edlebrock model 1903 Q-jet the hot air choke is not getting hot .The stove in the intake is getting really and the metal tube is sizziling hot but the hot air is not passing through the choke housing and heating the coil I see there is a small passage going from inside the choke housing to the carb. which I assume should be drawing a vaccuum, but I cant fiqure out how to test it. If there is little or no vaccuum does that mean the passage into the carb. is blocked or not drilled? I have had this carb for about 5 years and it never did work to my satisfaction.
Also the smog pump diverter valve diaphram is not holding a vaccuum. I purchased a new valve still in the factory box, that diaphram is also not holding vaccuum. is this the way it is supposed to be?

I think if the gasket between the base and center section is wrong it will block the vacuum. If you pull the carb off you can follow the passages using compressed air.

cr
Once you're thoroughly disgusted w/ that 1903, I'd probably buy it.
