Your car should have a pair of horns, one mounted to the header bar and one on the right side frame extension supporting the front bumper. Your column has a wire harness that runs through the upper portion of it but it is for all the functions not just the horn. Have you checked your horn relay, the upper and lower horn contacts and verified that the horns actually work. Just apply 12v and a ground to them.

ok guys I have the parts now I need to install them... Installing the horn themselves was easy but the steering column is a little tricky I have the parts to install the horn button but not sure how or if I need to run a wire though it (haven't opened it up yet) so please let me know in the mean time i'm going to go see about trying to open it up and getting this thing in there thanks

Look up Jim Shea's steering papers on corvettefaq.com. There are some blowup diagrams that will help you with your column assembly.

I doubt you need to run a horn wire assuming the column harness is intact.
Here is a link to troubleshoot your wiring, more than likely you need either the upper or lower contact and the plastic insulator to prevent the horn circuit from making contact.

The first picture shows the plastic insulator that is often broken and causes the horn circuit to short.
