It could be, it can also be a charging system issue. I had an old pontiac fiero once that had an alternator that was going out. It would drop a couple hundred rpms with the headlights on. New alternator and it would idle the same. Of course that car was computer controlled so more than likely a vacuum leak.
I assume you're turning on your headlights when they come up? Could be the headlights being on put an additional load on the alternator. Battery in good condition?
What happens if you leave the headlights off, open them by pulling down the override switch under the dash? This should raise the headlights without turning on the lights.
If the idle stays consistent I'd guess it's loading from the alternator. If it behaves the same it could be a leak on the side which opens the headlights, vacuum hose maybe?
