Pocket porting is when you enlarge/smooth the valve pocket. The valve pocket is the area right above the valve. The purpose is to enlarge slightly so that the air flows more smoothly around the curve of the port onto the top of the valve. Full-on porting typically takes this smoothing/enlarging all the way out to the exhaust manifold mating surface. You want the exhaust to have as smooth and straight of a path as possible out of the engine to make room for incoming air/fuel charge into the cylinder. Typically on a street engine, it is not good to smooth out the port walls on the intake side and not to enlarge them a great deal. If you enlarge the intake port, it cuts into your bottom end torque. Smoothing the intake ports will reduce the swirl effect and cause fuel to puddle on the port wall surface.
It's all about enhancing/optimizing the air flow characteristics into and out of the cylinder.
