I know my head light actuators work (slowly) but when I first start the car they pop up one at a time, even when head lights are not on, and then after about 15-20 seconds they go back down one at a time. Also when I do turn head lights on it takes them about 20 seconds to come up. car has sat for years so I had to oil up, grease, and wd-40 alot of things to get them freed up so I know its not that they are stuck. weak actuators maybe? I don't know so thought I'd ask. Thanks
If the vacuum is bleeding off the system the headlamps will do this! I'd see if the check valve is good at the intake manifold.
You could also have cracked or leaking hoses or a defective part elsewhere, but I think would start at the check valve. If you do a search on headlights in advanced you'll find there is a ton of info about this on the forum.

Troubleshooting vacuum systems for our cars is not as bad as the ones with the wiper door, we have a lot less parts. Most times it's the rubber seal in the actuator that goes bad.
