I don't know if there's any product that will remove rust but there is a few that will seal and stop it. Rust usually weakens whatever it is holding together so the only real fix is to get new metal.
I have had good luck with a product called Ospho on rusty boat trailers. Available at hardware stores. It converts the rust and allows you to paint. Do not remove (sand, wire brush) the treated metal and it will hold up better.
I've had great results using a local commercial paint stripping organization. They acid dip what ever you give them and the metal comes out looking like new. The cover it in a light rust protectant (water based) that you just wash off before painting. Typical price is $15 for a lower control arm. I always use POR15 to topcoat.
