Default Headlight Help Needed

I have checked all lines and everyone holds good vacuum. Motor is a 355 with baby camshaft, pulls a steady 20 in.Hg of vacuum. I can disconnect one headlights vacuum and the other unit will go up 3/4 way and go back down when motor is shut off. Same applies to both sides. Both lights will move up 1/8" when everything is connected but that is it. Both lights go down good when manually put up when car is shut off. The coffee can (82 Vette) had a small crack which I repaired. I have a hard time getting anything over 5 in.Hg in the canister with a hand held pump, but it does not leak down. How do I check the canisters and valves. The valves seem both okay when I check vacuum at the line that runs to the headlight switch. They will pump up and hold vacuum. Any suggestions will be greatly appreciated. I thought patience may pay off but after many hours, but have run out. Thanks, Mark

Pull the inside vacuum line to the actuator off and place your finger over the hole. With the HL partially open, pull up and down. If it moves up and down, you have a bad rubber boot on that actuator. One or both are going to be bad.

Thanks for the tip. I looked at them, but did not see a couple small splits until the actuators were removed.
