The procedure is covered on detail on page 3-4 of your service manual. Basically, clean, inspect, repack brgs, assemble, snug up to preload, only to seat brgs, back nut off to drop cotter pin in next available hole in spindle. NO PRELOAD ON BRGS!!

The manual for my '76 says to torque to 12 ft/lb while turning the wheel. Then back off the nut to the next hole and insert the cotter pin. If you don't have a torque wrench you can just tighten until the nut is just snug while turning the wheel before backing off the nut.
