Default R.R wheel alignment problem !

I have a 75 and the r.r wheel has been adjusted as far as possible with all the shims moved to the outside of the trailing arm. The alighnment mech. says the wheel is still 2 degrees out of tolerence. He couldn't see any damage to the frame or the trailing arm and neither could I. I have had other "car people" over and they could not see anything abnormal. What could be the problem ? I have considered removing the Arm and heating it to bend it into tolerence .....but I hope someone has a better Idea. "Jacked up vette".

The arm is likely bent. I dont think I would heat it though.

Another possibility is a lot of wear on the stub axles making the wheel toe out.
