72 wiper door

Help, I have a 72, when I activate the wiper switch the wiper door only raises up 1/2 way. I can pull the door the rest of the way up and the wipers work properly. when turned off it closes. I have checked most everything including lubing the arm joints. the actuator does not seem to get enough pressure. any ideas what the problem is?

Sounds like the witches hat seal is leaking.
