Weak valve springs will cause a big reduction in power, if all your efforts don't net what you are looking for might be another place to look. 100K on stock springs with high lift cam .
Looks like you are getting a lot of good advice.
A visual indicator of this is to look for chipping at the top of the valve stem. (Guess where the chips go!).

One other thing I noticed this weekend is that someone replaced the exhaust with the standard small block exhaust system. The other lt-1 has the correct exhaust that gets wider a few inches down from the manifolds. The slower car doesn't have this, it has the smaller pipes. How big of an impact on performance would this have?
I run Corvette Central RPO N-11 "off-road" set-up on the stocker LT-1. The super fast one has a custom 304 Stainless Steel exhaust system. I know if I put headers and good exhaust on the 70 roadster it would pick-up around 30-45HP but no maintenance issues with the exhust on it right now. I would look up the Corvette Central system if you like a stock looking system that performs well and sounds right.
