Default gastank leak

Yep, I've been down for a year or so, and on a mission to get the vert back on the road. Anyway, I've noticed before I dismanlted the backend that in the past my tank would leak when filling her up on the drivers side, and when sitting in the garage. Now there is maybe a half gallon in the tank presently now that I have it out. I held the tank vertical with the plastic thingy pointed downward and noticed a hose leak at the clamp. Tightened the clamp and held it up again, and didn't notice a leak. But then I tilted it forward and noticed it start leaking again. making me think that the plastic thingy is bad or the hose is a mismatch diameter for the plastic thingy, hose ID looks bigger that black thingy OD.OMG. I think I'm going to try and find a tighter hose. In the meantime any input about the blank thingy would be appreciated.

Anyway here's some pics.

Took the vapor (gas) separator off the tank. Put gas in it and wiped in clean. Almost immediately I could see gas wicking out of the seam. See pic.

I have a replacement valve on order from Volunteer Vette since my carcoal canister appears to be connected

Gotta open the garage door now. Gettin' kind of fumey in here.

Anyone know if a canister can back-up the valve? How do you know if the canister is functioning properly?
