The driver's side is wired to the passenger side so when you unlock the driver's side door, it unlocks the passenger side. The gray and tan from driver's side run to the passenger side, so depending on which side you're testing, you may not have connectivity. I'm using a 78 wiring schematic and assuming color codes are same for 79. The pink and purple wire the two switches together while orange brings power to each switch.
In addition, actuators are electro mechanical devices. After thirty years, those actuators can fail. If the plastic sheath deterioriates, it exposed the plunger shaft to moisture that can corrode after years of exposure will fail to "pop" when electrical current is delivered.
Go back and check continuity at both switches and actuators. Also check actuators for deterioration of the plastic sheath. Let us know what you find

No you can't check the actuator that way. The 2 terminals is the only way into the actuator. Ground 1 term and put 12v to the other,then reverse the ground and 12v and the actuator will reverse. This is what makes this system a little tough to diagnose.As hunt4cleanair said the drivers side is wired through the passenger side.
Personally 1 of the first things I do is to replace both switches and if the connectors are old and corroded those also. Most of the time this fixes it.
Check the ground on the passenger door.
The way the locks are wired, BOTH switches have to be working for either of them to work. In most cases the problem is the one of the two or both switches. At their age, if they sit for a while, corrosion stops them from working. I got my working by spraying DEOX inside them and working the corrosion out.
