If its the same problem I had try this thread of mine from last year:
http://forums.corvetteforum.com/zerothread?id=126896
the reply from nunus79 was dead on.
Courtesy light timer was blown out, just needed to short out the two white wires and all has been fine since
you will not have the slow dim several seconds after shutting the door but they wil come on and off when the door opens.
Good luck hope this helps.

I'm doing this from memory, so take all with a grain of salt. But I found my relay under the upper dash pad, behind the guages and headlamp switch. It's a silver cannister. I believe the circuit inside the cannister gets hot, and the heat acts as a switch, turning off the lamps when the threshold is reached. This is the delay.

I hope this helps. I found mine, messed with it a bit, and then next thing I knew, my courtesy lights were working again.

On a 78 it's the orange box behind the glove box. It's about 1 1/2" by 2 1/2". Until I find a replacement I just unpluged the box and plugged the two harness of white wires together. It work just fine, but no delay.

You need to remove the glove box itself and the unit is on the right side just above the a/c vent next to where the glove box light would be if the box was still in place.

I have the 78 electrical troubleshooting manual scanned onto my website. This should help you solve any electrical problems

I'm having the same problem on my 78, but I'm a little confused. I haven't gone looking for the timer yet, but in the Electrical Diagram on tunedport78's web site, it states that the interior light timer is "In instrument Panel harness above speedometer/tachometer", which is in line with what joeveto said. But you said you found it behind the glovebox liner.
The electrical diagram is for a 78.
So, is this a early production / late production '78 thing?

On early '78's, it is located to the left of the steering column under the dash. Sometime during '78 production, it was relocated to the right of the glove box liner, where it is on all 79-82's.

It's currently available from Zip for $49.50 plus shipping.
