Default 74 blower motor

Hey guys, I am new to this site. I am doing a semi resto on a 74 corvette and now going through the wiring, the only thing not working now is the blower motor,it works when the ignition is off but not with the ignition on,and will not work on high, I have replaced the relay and resistor to no avail also have traced the wiring and see nothing miswired and I am now lost, the fuse by the driver fender is good, Any one have any ideas. thanks Chris

There should be a ground wire plugged into a tab on the blower motor mounting flange. The other end of that wire is near the starter and should be grounded to a bell housing bolt. Another branch of the same black wire is the ground for the wiper motor housing. Many times the end near the starter gets mistakenly hooked up to the large batt terminal at the starter and causes some weird problems.
