C3 Knobs Question

C3 ***** Question
I apologize if this is a really dumb question, but this is my first early C3. I looked through the owners manual and found nothing.
Under the seatbelt light on the dash is a button that says "push". What the heck does it do? And also, there is a toggle kind of switch above it. What does that do?
