The rotors on c3 Corvettes are riveted on. When rotors are replaced, they are typically drilled out and not replaced, the wheel holds it on. If your rotors are original, they are riveted on. If the rivets are gone, then you got issues to deal with!!

Time to get out the high tech tools, and start by whacking things with a large rubber mallet. Next step, if you dont already own one, get hold of an oxy/acetylene torch to heat things up. Good idea setting up an air mover for safety.

Work on the emergency brake lever from the back to release the parking brakes.

Try to get some movement out of the arm the the parking brake cable connects to. It's just a drum brake, penetrating oil, heat, whatever, get the moving parts moving again, and you may be able to close those brake shoes up enough to get the rotor off.

If the wheel (axle flange) will turn you should be able to get the rotor off...there are small access holes in the rotor along with the rivet holes; spray some penetrating oil in those and and on the star wheel brake adjuster, then screw the adjuster IN to retract the parking brake shoes. Pound vigorously on the edge of the rotor with (preferably) a reasonably large dead blow hammer. If you don't already know this DO NOT beat on the rotor with any kind of metal hammer as it WILL dent and destroy the rotor. That should break it loose from the hub flange eventually, and from there you can work the rotor back and forth while you rotate it, which should eventually get it past the shoes and off of the car.

After you drill the rivets did you knock them out with a punch? When I did my car the rotor wouldn't come off until the rivets were completely removed.

Another hint. Probably good including a location in your profile, as maybe some here can lend a hand, or tools.
