There is a plastic round wheel under the cover on motor. It has a steel plate above that activates the washer pump. It has a small tab that gets pushed to the side and kinda twists the plate sideways so it no longer runs the pump. The next time you push the button a magnetic pickup lifts that plate back into place. Thats how the earlier Chevs were made not sure if it changed after 76? Its a stupid design and I cant believe someone actually engineered this. if its the same design you will probably have to play with that metal plate to get it working (Properly?) Thats the best description I can give without a diagram.
