steering wheel locking plate re-install?

Sorry I have to ask but I can't recall which way the locking plate came out of the steering column after I removed the retainer. Does the center raised ridge of locking plate face down or up?

The lock plate only goes in one direction because you have to be able to put the clip through it to hold it in place.

the reason I ask is because when it's installed with the retainer clip and I flip the turn signal left or right then the horn blows. So I continue the search......

Did you install the plastic insulator #7808385 properly?

Previously anytime I installed the lock plate and I initiated the turn signal the horn would honk. I looked at it closely and wondered what I did differently. I noticed a screw I had replaced holding the crossover arm in place. The screw had a thicker head on it than the original and once I found a better substitute it now appears to have stopped. I'll keep checking as I finish the installation of the steering wheel components but I think that was the problem.
