MY Mid-America _Assembly_Instruction_Manual_ for my 71 shows the following parts on the schematic pages.
TCS SW. (Switch?)
TCS SOL (solonoid?)
TCS TEMP SW
TCS Relay
So what do they do?

P.S. Got it started yesterday after sitting 5 yrs. Pulled out distributor and wound up oil pump. Yanked points and cleaned. New Die Hard. A couple ozs. gas down the carb turned the key she fired up.
It's a feeble emissions control system that was intended to prevent spark advance at low speeds &/or in low gear. It works in conjunction with engine water temp as well, hence the two prong temp switch in the cyl. head in addition to the tranny switch.
Over the years, the majority have been disconnected or are missing components.
Transmission controlled spark - for your 71 it was called the CEC (Combined Emission Control). The TCS system has three inputs; 1. on the transmission anytime you are in 4th gear (might also include 3rd for your 71?) 2. engine block temperature sending unit (right side of the block) and turns on when the other parameters are met and the engine temp is between 85 and 210 (ball park figures since I don't have my Service manual and 3. the timer on the interior side of the firewall (activates after about 20 seconds when the other parameters are met.
The system is described quite well in your appropriate year GM Service Manual in the emissions section. It also gives a diagnostic on when things don't work. I have found that the temperature sending bulb in the block has been the fault for my 72 and my friends 73.
Look on the intake manifold - they live(d) on a studded bolt near the choke stove. If the intake bolts haven't been monkeyed with you might still see the evidence. They were also on camaro's of the vintage. I got a nice condition used one for $50 from a camaro vendor. ~Juliet
