1971 Blower Motor

Is the blower motor supposed to run at all times when the car is running?
When the fan speed switch is off and the selector switch/dial is off, the blower motor runs at a slow speed. Is that normal?

Yes, it is cabin ventilation. GM had issues with carbon monoxide entering the cabin.

The idea was to avoid issues.

I changed Low to Off. No issues.
