My tach was working fine then it went to 7000 and stayed there when i shut the car off. I drove it a few more times and it started working again. Then it went back to the 7 grand mark.

I would suspect a loose wire going into the distributor. Mine comes loose once in awhile and it acts really weird. Also, pull the dist cap and make sure the wire connections to the tach wire are tight also.
For the headlight issue, I would suspect a vacuum leak somewhere. Do the headlights both come up when you turn the lights on? get the car running and squeeze off vacuum hoses coming out of the intake one at a time. Once it stops acting weird, that is the hose/area you have to work with. Mine did the same thing (both headlights though) and discovered it was a bad vacuum hose to my heater/ac control.

Yes, I don't have one on mine and it operates fine between zero and 4500 RPM all the time. I haven't tried above 5000 RMP though, I am not that brave with it yet.
