Another '71 wiper issue
My wipers work before I decided to replace a non working radio .
I replaced the radio ,replaced everything I hope . I decided to take
a quick trip, it started to rain turn on the wipers nothing happen.
I turn the **** below the dash, they only work in high when I push
wiper **** on the dash in both speeds . Wipers will shut off , they
will go down when they do it sounds like the wiper motor still on.
The suckers look like their humping, If I shut off the control
under the dash they will stop . The other thing that upsets me, the
dang used after market radio doesn't work .
I read Dan's post on his '71 wondering if that could be my problem .

Take a look at Willcox's video, it sounds like at the least you have a problem with the ground wires.
