Brake Light/Proportioning Valve

Brake Light/Proportioning Valve
I have been doing work on the front brakes removing calipers etc.
I have both calipers installed and I bled the system - but the brake warning light is on.
The pedal is a little spongey still.
Could it be air still in the system causing it to be on?
