Default Normal 77 headlight behavior

My 77 headlights open every time when the engine starts with the switch off and override off. They eventually close down but it takes some time. Is this normal behavior? During driving when they are down and I turn the lights on they pop up in just after a few seconds but after turning them back off they always take much longer to go down (several minutes). This is my 1st vette and I am going through a frame-on resto and driving the car regularly. I have reviewed the links on the forums but have not been able to identify any one broken component. Appreciate the help and thanks for the info.

Headlights should not pop up when you start the car. Get a vacuum pump out and start checking. This sounds like you might have a problem in the headlight switch, override, or the check valve...start there since it is the easiest to get at for testing.

BTW, do they operate properly when you turn them on?

Check the filter in the vacuum supply line from the manifold.
