I like to get the front wheels off the ground, fill the resevior, run the steering wheel lock to lock a few times, check & top off the resevior. The start the engine and let it idle a few minutes.
This has always worked for me. Some will say to put a vacuum pump on the low pressure hose and suck all the air out. But I find the system primes and bleeds itself pretty well.
You can try this link, but Jim Shea is the steering guy here, he has papers on VetteTech site
In the past I have filled the PS pump and started the engine for a minute and checked the PS pump level. Then restarted the engine and turned the wheel side to side several times slowly, stopped the engine and checked the PS pump level. Always check for leaks.
thanks guys. the manual has a bunch of crazy steps like turning left before you fill cold and not turning all the way until you hit the stops. wasnt sure if all that was needed. thanks for the link !

...and make sure the front of your car is oriented towards magnetic north...
Make sure you disconnect the ram at the frame before you start the engine up and until you have balanced the control valve. Then you can reconnect the ram and cycle the steering left to right etc.
