I have a 1978 SA, and I want to polish the lower gray part of the car, I think its a decal? First how can I verify if it is indeed a decal, next how do I make it pop? Can I claybar? Buff? rub out? polish?

As already mentioned, the primary areas of the car above and below the separating stripe were originally paint, and I can't imagine either area being decal.
FWIW, lowering and leveling out your ride heights would do wonders for your SA's looks (not to mention improve cornering). I'd loose the red stripe.

Yes new springs are 2012 list items, the red stripe came out way too think, I will shrink it and paint the are above the stripe black as well. If it still looks funky I may loose, I mean lose it!
Currently I need to fix the steering, its very sloppy and I have some minor electrical issues!
Exactly what part of the front and rear bumpers were black? The car is happy just to be driven at this point, it sat for about 5 years!!
