1970 corvette.After seven years a friend and I turned to the wipers which have never worked. Question #1 The wipers do not work when the switch is on low or high but do work when I push the washer button in. Do you think it is the switch mechanism or something else and what steps would you take to further diagnose? Question #2 The wiper motor always has 12 volts running to it even when the ignition and wiper switch is off...is that correct? Any advise would be very much appreciated. Thanks...
Yes, it's a switched ground system more or less. The switch grounds through console and I've heard the consoles can break or crack. which causes an open circuit.
I thought pushing the button just makes the switch slide to the low position (in addition to activating the washer pump). That said, is everything wired up correctly? The Wilcox site has a great video on how the wiper motor works.

orginally there is a small spring clip on the switch which makes contact to the console bezel for Gnd,
very poor design for a fiberglass car. I solder an extra gnd wire to the clip and gnd. it.
