Default Torquing the front control arms...

I read the AIM and know about torquing at "Z" height, but I would LIKE to do this now. The front end is together and sitting on the wheels. I can put the bumper supports on and even have my 95lb girlfriend stand on the sway bar.

In all seriousness, can I torque the front upper and lower CA's while the body is off?

with stock type bushing the car shoud be on the ground at ride height with suspension loaded, without the body and the rest it won't be at the right height when you torque and lock in the bushings, if you are using the aftermarket Poly type bushing because they work like a bearing you can torque them now.

If you have the factory type rubber bushings, you must torque them at regular ride height. The rubber bushings merely twist back and forth to accommodate the motion of the suspension. They are molded in place. If you tighten them while the suspension is at full droop, they will tear when the suspension goes through it's full range of motion. If you really want to tighten them now, you must jack the suspension to standard ride height first.
The ploy bushings rotate like a bearing, so you can torque them anytime.

Correct, good move....we are obviously talking of the bolts that go into the ends of the cross shafts with the large washers, NOT the bolts holding the shafts to the frame....
