Default gas tank fitting issue

I removed the gas tank from my 73 in order to fill the luggage rack holes and am now having difficulty getting the tank to line up properly. The tank and straps are currently in place, but the upper half of the spare tire cover will not bolt up properly. It appears the rear of the tank is now sitting too low.

Has anyone else wrestled with this before? Is it just a matter of unstrapping and restrapping?

The rear of the tank sits on top of a steel member that runs along the back of the vehicle. In order to properly install the tank the rear part has to be placed on top of the steel support first, then lifted up into position. It sounds like the rear lip of the tank is below the steel support and not over/on top of it. The maybe you strapped it in wedging the tank against the bottom of the support. So the tank will feel secure but isn't really installed high enough.

Just a guess.

You are absolutely correct. I don't have the rear sitting on the metal cross bar. After posting your suggestion, I found a thread by PRNDL which has pics that show it clearly.
