Default Oh No! another headlight question!

It's not that bad , Thanks to all the great information provided by the members here i was able to trouble shoot my headlight issue. I was wondering if i can get confirmation on my diagnosis.

Situation: 1982 C3, new actuators (well they where replaced in 2010 during an under the hood restore), valves, and whatnot.

Issue: Driver side headlight will attempt to raise when either bypassed or lights turned on, but will not fully extend.

Steps taken: Followed the troubleshooting guide, checked all lines and ensured the underside of the light assembly was not binding on loose wires or just dirty. When vacuum is applied to the green line, the light will attempt to raise and maintains pressure to a certain point. At the point in question the vacuum is lost and air free flows through the line.

Tested with vacuum pump and by applying manual vacuum (Yes I put the hose in my mouth and drew the air out.) By manual means there is resistance until a certain point and i loose all vacuum. No amount of sucking will raise the lamp. (unlike a cat running into a sliding glass door i can see the jokes coming )

Diagnosis: I believe it to be a headlight actuator rod seal shown here. Is my theory on track with what the trouble shooting indicates? Thanks in advance for your advice.

Is the passenger side working? Mine was doing that on the driver's side and the passenger side wasn't working at all. I plugged the passenger side at the vacuum tank and the driver's side works. I haven't found the problem on the passenger side yet because I haven't had time to investigate further.

Yes, the passanger side works just fine. It pops right up without any issues.

With headlights on, you should have vacuum at the fitting for the green striped hose. If you do then it's the seal in the actuator.

Roger it the seal then as i expected. I'll go ahead and order the replacement part. It should arrive by the time i get back from this training. I've had to manually open it every morning before I head out for physical training at O'dark thirty.
