When I turn the ac on, I've got a fairly good air flow out of the vents. When its on high, there's a decent volume of air moving. When I turn it to vent instead of ac, the volume of air dropps dramatically. Almost as if I had turned the fan switch to low.
I need help understanding how the system works, and what do I need to look at to fix the issues. I'm thinking the outside air vent isn't opening????

It appears that something is blocking the air flow. I would first remove the passenger kick panel to see if the air door is stuck or is not getting vacuum to open it.
Air could also be escaping because of bad seals where the air vent and the duct work meet. This is a common problem because of the age of the car. The seals to prevent this from happening have long become dust letting the air escape behind the dash and not into the cabin. Its an easy fix. you can get some thin weather stripping from Lowes etc. and close the area where the vent and the duct meet and I would also use duct tape and wrap around where the vent and duct meet. You will be amazed at how much air you are losing.

I agree. This door was stuck halfway open/closed in the heater box.
That white piece of plastic was broken. one of the control cables attached to it.
