Default No electrical power

Just bought a C3. Good shape but no power. New battery was put in and nothing turns on.
Couple questions for ya:
-Found a circuit board in battery compartment. Could this keep the power from going on?
-Is there a main fuse? If so, where?
-Any ideas of where to find a free or decently cheap shop manual?
Thanks for any info.

Check the battery connections. Check the battery ground which is under the car. Check the connections at the alternator and at the distributor.

Default Hello and welcome!

After checking that the battery and ground connections are good check the fusible link down by the starter.
The battery cable brings power to the big lug on the starter (check there for 12 volts) and the other big wires on that lug bring power to the rest of your car.
You did not say what year Vette you have so pick out the correct schematic.
