Test the switch first. Use your multimeter to see if current flows between the contacts when the switch is used. If not then the switch is done.

Do you see any reaction from the dash voltmeter pushing the switch either way ?
Assuming the window is up,if you see no reaction pushing the switch to down but there is a reaction when pushed to up then its highly possible the down wire is broken in between the door and body.

take the door panel off and use a test meter on the leads to the motor, one is up, one is down, ground on side of the meter to a good ground on the door or frame, should read 12volts when current is applied via the switch, no 12volt, may be in the switch. Need to test for voltage at switch then. No current there, then keep going to the fuse panel via the wiring to see where the problem is. Is the wiring going from the post into the door OK? could be broken there, then power would be at the switch and making it to the motor then. A bad ground could be the problem at the door, no ground no workie.

if 12volts at door and there is a good ground, then motor is bad, or locked up, but that should show at the volt meter on the dash, if it works.
