Default A/C Clutch

Beginning to trouble shoot the system. I have power to the compressor clutch on the green wire, the ground is good. Continuity through the clutch is good. With everything off and jumping the clutch I hear nothing and the clutch does not feel like it is not locking. I started with 20psi pressure and added 12oz of freon up to a static pressure of 60. Start the car, high side goes to 0, low side down to about 40. Something happening, not sure what.

From the amount of dirt on the VIR, it has not been touched in many years.

Bad compressor? Low charge? Stuck on or bad clutch? Any quick checks or easy fixes to get me through the summer. Intend to replace the entire system next winter when I replace the dash, etc.

73 350 with frigidare comp.
