I have an 81 corvette with the pop out lights which do not seem to pop out. I recently put an aftermarket carb in the car however the light didn't seem to work before either. also there are two 1/4 inch hoses laying on the motor and i was told that I could patch one of them into the power brake assist hose on the carb is that correct.
What kind of carburetor are you using? I would source vacuum for your P/B from the carburetor base if so equipped if not directly from a vacuum port in the intake manifold. Any chance of a photo?
Order the assembly instruction manual (AIM). Main vacuum system supply line should come off a fitting on the manifold between the rear of the carburetor and in front of the distributor. If you have auto trans, the vacuum for the modulator will also come from this fitting.
Vacuum for the power brakes runs from a fitting in the base of the carburetor and over to the booster. Nothing should be on this line other than the booster.
AIM shows both.

Those are some pics i took. there is a vacuum hose diagram that i found under the hood the two random hoses are the black/white line and the orange/white line. I cannot seem to figure out where or what the A/CL is and tips.
the a/cl is the air cleaner and that diagram is only the emissions hoses you have to go the wilcox sites diagram list to find all the hoses for your headlight system
I apologize for not reading your question correctly. Do not source vacuum from the power brake booster. Your head light should source vacuum from a manifold vacuum port only.
You need to look at some of the manuals and diagrams others have provided. If the car is original many of the headlight vacuum lines will be color coded. You need to trace these to there connections and compare that to the diagrams.
On the 80-82 corvette there is a coffee can sized canister in between the headlights. This is a vacuum reservoir to help with the headlights. Check that this is still in place and the vacuum lines are connected. Its all part of the checking for the system back to the source.
Look at the hose's you have laying around and see if there are any color marks on them. Then ID where they come from and you should be able to make corrections from the picture below. Once you have the hoses in the correct place then see if they work. If not.... Post back and we'll walk you through how to test the system.

So my basic question is where on the carburetor would I connect the vacuum hose that the diagram says should be on the carb and also how do I find the air cleaner what am I looking for.
The disconnected hoses look like they are from the charcoal canister and originally went to the carb. The Edlebrock carb you have probably does not have the port for these.
The vacuum port for the headlights comes off the intake manifold and appeas to be there....the hose that make a 90° turn between the carb and the distributor...
Follow this hose and the Wilcox diagram.
You will likely find several hoses that no longer fit tight on their connectors. Also check the canister in the nose for a hole caused by rust. The expensive parts are the vacuum relays and the headlight vacuum motors. Perhaps you will just find a "witch's hat" is leaking.
If you do find it is one of the headlight vacuum motors be advised that when you order a replacement that for years 80-82 there was a change that is seldom noted. If you need a right side - order a left side, a left side - order a right side.
Why?
Because Chevrolet switched the inlet port...take a close look at yours and then an earlier one...you will see what I a talking about. I learned the expensive way.....bought a left side and it would not fit on the left side....so had to buy a right side.
