I replaced the inner cable with a new one and lubed it with dry graphite powder. When I take off from a stand still the needle bounces in 10 mph increments until it hits about 30 mph - then it becomes steady for any higher speed.
Does this sound like a speedo gauge problem?
I don't have cruise control. I replaced the cable that is inside the outer sheath.
Ah. If you're positive you don't have cruise control (single cable that goes directly into speedo) then I'd say you're probably right about the speedometer. I'd still run the cable in a drill to verify it wasn't a transmission gear issue.
It is not uncommon for either the cable side (little square hole) of the driven gear in the transmission to round out or the teeth on the drive or driven gear to wear out and cause the needle to jump at different speeds. What transmission do you have?

It is always better to replace the cable/housing assembly, running a new cable in an old housing just works some of the time the symptom is a low speed twitch. When you lube the cable lube the lower 2/3 with a light lube, vaseline would do. Lubing the top 1/3 section may let the lube travel to the speedometer speed cup. Always clean the cable before lubing well with a fast drying cleaner, carb cleaner will do. Check the cable for any bends/kinks, especially near the top.

I have the exact same problem as OP. New complete cable (no cruise control) from speedo to TH350. I corrected the course to avoid sharp angles. Did I need to lube a new, complete cable before install or is it more likely a problem in the speedo unit? I did have it apart when I was working on gauges.

I would recommend you remove the cruise control transducer and clean the inside of it where the gears meet (and turn) and the little metal dissk thing. I use this electric contact clenaer that Advance carries. Also, remove the shaft that the disk spins on and grease bothe ends of the shaft with a little high-temp grease. That really stopped by speedo from bouncing around.
