Perhaps I'm spoiled by newer cars, but I expected the car to start quicker once the TPI + HP EFI were installed.

The Cranking Fuel table is the amount of fuel injected while the engine is cranking. The base tables should be fairly close for most applications. If this table is too low, an engine may have extended cranking before starting. Increase the value at that engine temperature and see if the startup improves. If an engine starts and is “loaded up” (too rich) with fuel, these values may have to be decreased. Engines always require more fuel when they are cold.
It's a TPI manifold with 8 22lbs injectors, the value changes based on coolant temp, from -40 to 260, 20 deg inc.

Have you checked your fuel pressure? Most pumps have a check valve so fuel pressure doesn't bleed down when you shut it off. If either the check valve or the regulator lets the pressure bleed down, then you'll get an extended crank untill fuel pressure builds.
Does yours use the cold start injector?
89 up (didnt) and they crank a tad longer
This is true, but I switched to an 89 tune in my car (which eliminates the cold start injector) and fixed the long start by going through the process I mentioned above. I doubt Holley's EFI programming or wiring has the capability to pulse a cold start injector.

No, new pump, new lines and new injectors. I have the Holley EFI set to 5 second prime, so even if I prime the pump before starting it starts the same way.
