This was inside the driver's side kick panel...

Looks like old amateur PCB board... has "6207" printed on the board. Yellow and brown wire go way up into the dash, towards the header bar, then I can't see them.

The brown wire has an inline 25A glass fuse.

My guess is aftermarket, but I always allow room for WTF.

That is for delay wipers if you have them. Takes the place of the wiper fuse in the fuse panel. Otherwise just gets tucked out of the way.
That alone will not give you delay either.
It is factory original, 78 year only.

The wiper delay circuit is in that area, and the early ones plugged into the fuse box.

Seems Bubba was apparently employed by the General at some point in his illustrious career. ...and I'd wager he worked at more than one station.

IIRC, the delay wipers and anti theft switches for the T tops were two things that were supposed to go into the '78 but maybe didn't.

If you remove the small cover on the center pillar, you'll see the wires for the switches. I had a exposed wire that wasn't taped good setting off my alarm. A real PITA to find, got lucky one day.

The original owner of my 78 had ordered the intermittant but because it wasn't ready for production, the factory canceled the order and the window sticker shows a credit. It's a November 10th build date. They had problems with them when rolling it out

When they quit working, I would just pull the circuit board and put a fuse in the box. It would work without the delay that way. I am sure that was what was done with yours.
