81 Choke question

81 Choke question
I've noticed that my choke light does not ever come on and I had two quick questions...
1) Under exactly what conditions does the choke light come on... is it when the choke heater is warming up the carb, just until the choke is released? Is it under the control of the CCC (my CCC has been removed, so that could be my problem right there).
2) Where exactly is the "Choke Heater Relay"? I see it in my wiring diagram, but I'm not sure where it is physically located. And what is its purpose?

I disagree that the "CHOKE" lite indicates a loss of voltage/current to the choke heater. My lite comes on every time and then goes off when the choke heater relay kicks-off....which is about 10 seconds or less.
