The relief spring (Canton 11-250 40 -65 psi) installed in a standard pressure/volume oil pump. My question is the psi range, would this mean, that the spring installed at stock length, would produce around 40 psi. And if shimmed it could produce 65 psi.

Basically no. It is not just the spring that sets pressures it is all the clearances in your engine combined with the pumps ability to pump pressures, so all they are really saying is that if all is good your pressures "could" be somewhere in that range!
