I think the first thing to check is that the outer ring is fairly flush with the inner and the rubber part in the middle also....second off take the plugs out, and flip engine untill timing mark is in place at zero....get someone under car to grab flywheel/flexplate with vicegrips and rock engine back and forth while you take a largish/longish allen wrench and gently feel the top of the piston in #1 cyl, have him go slow and you can feel TDC quite easily....see that it agrees with the timing mark on Zero at TDC....be amazed how close this method is and it's quicker than others....
of course if TDC is off from the mark there is only one thing it can be, the elastomer rubber has allowed outer ring of damper to slip out of position....
well unless you lost the woodruff key somehow....
don't flip engine with balancer bolt, it's very small and not strong enough for that kind of work on a SBC....
