Default Headlight issues

So I am a '78. And I am having some problems with my headlights going up and down. The light itself turns on and off. Now I am not sure if its the actuators, the vacuum lines for it or the hardware itself. Was wondering if anyone else ran into this issue or what would be the place to start to trouble shot it.

I had problems on our 1980. One headlight would take about 10 sec to come up, the other took 20-30 seconds. Most problems seem to be with the actuator seals and other rubber parts. If you lift the hood and feel the back of the actuator, sometimes you can feel or hear a leak.
I bought all new hoses and also replaced the actuator seals. Improved but still was not great, so took a vacuum gauge, started at the engine and took vacuum readings. This is the best way to locate any problems. In the end I had leaking actuator seals, a leaking vacuum tank and a leaking vacuum filter. Nothing was too difficult, just took a lot of time.

You can remove the actuators from the top if you prop up the hood all the way.
