tach stuck on 3000

tach stuck on 3000
I read the following thread http://forums.corvetteforum.com/zerothread?id=323285 and noticed ya'll were asking what the tach was doing before he took it out. It seems if it was at 0 it might be a circuit board.
Mine stays right a t 3000, '81 model.
I don't think it moves at all.
BTW, thanks for all the other replies. I'm almost finished with what I know needs help. Plan on taking it on a 600 mile round trip next week.
It has , cooling flushed, new water pump, oil and filter, grease, plugs and wires, battery checked, altenator checked, new weather stripping, carpet out and cleaned, entire inside insluated with foil bubble insulation, radio and 8 track works, very good paint, no smoke.
This week new belts, starter and fixing that trans. leak.
