how exactly does it get cold air? looks like the filter is next to the exhaust.

The filter is 1 inch from the side fender vent and the plate connected to the bottom of the fender.
The other day I took a nice long drive and after coming back to the garage the whole engine compartment was hot except that spot and it was nice and cool.
There is plenty of room away from the exhaust.

I would send it down by the sway bar on the passenger side. But nice work getting it together!

Then hot radiator air would beat on it all the time at least it would on my car because I don't have a shroud.

The 4 inch pipe is more than 5 inches away from the exhaust.

Thats easy, I use my temp gun and take a temp on the top of the engine and then down where the filter is while the car is running.

I am doing an LS swap and have been playing with different ideas for how to draw cooler air to the intake. I thought about that solution, but I assumed that air being drawn in through the radiator would create pressure under the hood and it would vent out the sides. If that is the case then it would seem that hot air would be passing through there. On the other hand, it seems the shape of my scoops on my 76 would create a low pressure and cool air might be drawn in, but I don't know enough about it to know which way the air wants to flow through there.
If it is flowing out, then that is good news and opens up another option for me, but I would be curious to find out which way the air is flowing right there.

I have the back of my cowl scoop on the hood cut out so most of the hot air goes up and through that escape.
Heat goes up not down.
And I guarantee the air down near the fender scoop is cooler than the air going into an open air cleaner on top of the carb.

All your theorising might work when the car is still, but under way, cold air enters the cowl area under pressure. Thats why there are cowl vents. The side vents exhaust hot radiator and engine heat. I think you are backwards.

I believe I'll be alright, because after a drive if hot air went down the parts would be hot and the whole area is cool to the touch.

If your cowl hood is functional you will get better results using the airflow from that.

Side vents were added put in for a good exit point for underneath trapped air along with hot heated air from the radiator an escape rout.... a venting of the engine compartment..... The hood has a seal at its back edge. The air cleaner then seals up against the hood. The windshield just like the very front edge of the car is a high preasure point, the wind hits it at its base and directs some cooler air back to the air cleaner that is sealed off against the hood from under hood radiator and engine heat all the real biggest part of the heat under hood is coming off of the radiator. Just open your hood feel how hot the air is being sucked backward by the engine fan.

The air rushing past the side vents also creats some suction pulling hot air out the vent holes. A set of zoomy headers just on a dyno with no air rushing past them is known to lose power over regular type header. On a very fast car with them " angled backward... out in the air, the air rushing past them scavages them helps pull exhaust out big time.

Aftermarket air cleaners for new vettes put the air cleaner up in front of all the radiator heat being pulled backward and just have cool air getting to the air cleaner.

OK when Im wrong im wrong.
I took temp readings like I said and even though the very bottom of the plate below the vent was 97 degrees but just up near the vent the temp was 117 degrees, but the kicker was the tube that was more than 5 inches from the header was.......... ready? 347 degrees!!!!!!!!!!!!!!
The top of the carb the whole time was only in the 90s.
So I took it back off and replaced it with a new 14X3 air cleaner with high flow filter.
